Detroit Bus Driver and Supervisor Caught on Video Engaged in Inappropriate Conduct While On Duty

Nationwide — Senior Transportation Service Inspector Andre Reece and Transportation Equipment Operator Dayna Ruff, who are from Detroit, Michigan, appear in a city report over alleged on-duty misconduct involving a bus. The report details improper conduct and disciplinary failures.

According to Click on Detroit, investigators said video from May 6, 2025, showed the two engaging in inappropriate physical contact inside a bus while on duty. Reece then reported a mechanical issue, removed the bus from service, and transported Ruff to a fast-food location, which disrupted scheduled routes for roughly 115 minutes.

A later incident on May 20, 2025, involved multiple brief meetings between the two during Ruff’s route. At one point, the bus was left running and unattended, which led to a customer complaint after the vehicle was discovered abandoned.

DDOT’s Office of Inspector General said supervisors failed to respond properly after the complaint surfaced. Superintendent of Operations Howard Bragg issued five-day suspensions, despite policies calling for harsher penalties after Class IV violations.

“We found out that the supervisors who were responsible for dealing with this type of issue were very lenient in their response to it,” Inspector General Kamau Marable said.

The investigation also found the employees did not disclose a supervisor-subordinate relationship, which violated city rules and DDOT fraternization policies. Reece had worked as a Senior Transportation Service Inspector since 2006 and described his role as enforcing operations standards.

The safety division recommended 30-day suspensions with termination consideration, while DDOT leadership opted for lighter action.
